Select I don’t have this person’s sign-in information, and on the next page, select Add a user without a Microsoft account. Select Start > Settings > Accounts and then select Family & other users. Microsoft now pushes you to log into your computer with a Microsoft Account—with seemingly no option to create a local one. There is, however, a workaround.
